Not sure if this is part of Mr. Gingrich's plan to revitalize the GOP, but, in this Business Week article, he makes the argument that drug abuse, the spread of sexually transmitted disease, lack of productivity, and even boredom among adolescents is cased by our failed approach to adolescence.
